第四届中国地理信息系统协会工作报告

<p style="MARGIN: 0cm="0cm"  0cm="0cm"  0pt" class="MsoPlainText"><span style="FONT-SIZE: 14pt; mso-ascii-font-family: 宋体; mso-hansi-font-family: 宋体; mso-bidi-font-family: 宋体; mso-fareast-font-family: 宋体; mso-ascii-theme-font: minor-fareast; mso-fareast-theme-font: minor-fareast; mso-hansi-theme-font: minor-fareast"><font face="宋体">　　协会是我国改革开放后出现的新生事物，她不是政府，又是政府的影子，可以做很多政府想做而又不便做的事；她不是学术机构，但又涵盖了教学、科研、生产、市场和政事企的整个产业链；她不是泛泛空谈机构，可以做许多与政府、企业、市场接轨的事情；她是社团组织，因而比较民主、包容、开放。多年来，协会作为自收自支的社团，没有编制、经费，甚至连自己的办公用房也没有，工作似乎可以做多也可以做少，甚至可以不做，完全靠协会工作的惯性运作，其作用难以显现。近些年，随着地理信息产业的爆发式发展，协会已经发展成为与地理信息产业息息相关、日益依存、不可或缺的社团组织。<span lang="EN-US"></span></font></span></p>
